Jean Christophe Rufin menyebut suatu kekuatan baru ini sebagai invisible political hand (tangan-tangan politik tersembunyi). Rufin seorang dokter aktivis Perancis, mantan Direktur LSM Medecins sans Frontiers (Dokter-tanpa-batas), mengatakan hal ini dalam bukunya La Dictature Liberal (Diktator Liberal). Kekuatan tersembunyi tersebut, dalam kultur liberal yang kini dominan, telah berhasil memastikan terceraikannya masyarakat dari sistem. Rufin menjelaskan bahwa sistem tersebut, dalam kultur liberal yang kini dominan, telah berhasil memastikan terceraikannya masyarakat dari sistem. Rufin menjelaskan bahwa sistem tersebut, dengan mekanisme politik dan ekonominya, dibuat sesedikit mungkin mengganngu aktivitas manusia dan setiap peristiwa sosial. Sementara aktifitas-aktifitas tersebut di lain sisi, seberapa pun bebasnya, harus tidak boleh mengancam perangkat yang memungkinkan sistem tersebut untuk dapat terus bekerja. Selanjutnya Rufin, sebagaimana dikutif oleh Rieger (2005), mengatakan bahwa sistem ini dicirikan oleh ketidakpeduliannya yang dingin atas umat manusia. Ia mengatakan: 
 
Pada pengertian tertentu budaya demokrasi dibangun atas ketidakacuhan ganda. Yang pertama adalah ketidakacuhan sistem liberal ini atas umat manusia di dalamnya. Sistem ini, terutama aspek ekonominya, menjadi semakin meng-internasional dan supra nasional, dan karenanya semakin sulit dikontrol. Manusianya, sebaliknya, hanya dapat mengekspresikan pilihan politiknya pada tingkat nasional atau lokal – yaitu, tanpa dapat menyentuh sumber kekuatan sebenarnya dari sistem ini. Pemisahan antara realitas nasional – yang, suka atau tidak, adalah ranah tempat kontrol secara demokratis dapat dilakukan – dan realitas supra-nasional tempat keputusan-keputusan penting sebenarnya dibuat, adalah pilar utama otonomi kultur liberal. Hal ini memberikan beberapa keuntungan. Misalnya, hal ini membuat sistem ekonomi bebas dari kontrol demokratis. Ini juga memungkinkan protes politik dapat terus dikekang, dengan dibatasinya hanya pada wilayah nasional. 
Lepasnya kekuatan ekonomi (baca: kapitalisme) dari kemungkinan pengontrolan oleh kekuatan politik ini, paralel dengan terminologi nihilisme dari Carl Schmitt, seorang pemikir hukum dari Jerman. Nihilisme ia beri makna ‘pemisahan pemerintahan dari lokasi’ (separation of order from location). Wujud dari nihilisme ini adalah ‘Negara Dunia’, yang tak lain adalah sistem Kapitalisme Global. Oleh filosof lain dari Italia, Antonio Negri, negara dunia didefinisikan sebagai ‘kekaisaran dengan pusat yang tak dapat dikenali’. Selanjutnya Negri dan Hardt (2003) juga mengatakan bahwa ‘kekaisaran global’ ini berwatak monarkis dan aristokratik; ada di tangan segilintir elit, yakni ‘the invisible political hand’ dalam istilah rufin di atas. 
 
Walaupun harus diberi catatan di sini istilah ‘monarkis dan aristokratis’ ini berbeda dari pengertian klasiknya, yang bermakna kelas aristokrat berbasis aset (tanah). Sebab justru kelas bangsawan inilah yang semula memegang kekuasaan politik yang kemudian digusur oleh kelas politik baru, yang oleh Helairie Beloc, sejarawan Inggris, disebut sebagai ‘Money-Power’ (Kekuatan-Uang) itu. Money Power adalah istilah yang lebih tepat untuk menggambarkan kekuatan tersembunyi ini, sebagai sebuah Oligarki (oligos = sedikit, archy = kekuasaan). 
Pertanyaan yang masih harus dijawab adalah: siapakah sang ‘oligark’ pemilik ‘tangan-tangan politik tersembunyi’ ini? Tidak satu pun buku teks ilmu politik maupun para profesor yang mengajarkannya di universitas-universitas, termasuk Negri, serta Rufin, yang memberikan titik terang tentang hal ini. Tapi di tangan ulama asal Skotlandia, Shaykh Abdalqadir as-Sufi, pertanyaan tersebut dijawab dengan gamblang. Dalam bukunya Technique of the Coup di Banque ia mengatakan dengan gamblang bahwa dunia saat ini berada di bawah kendali ‘the invisible hand’ yang terbentuk dalam sejarah panjang Eropa, yakni para pemakan riba: Oligarki Bankir. 
Bukti awal dari konstatasi tersebut adalah bahwa dalam konstruksi negara fiskal Bank Sentral dipisahkan dari (kewenangan) politik pemerintah. ‘Independensi Otoritas Moneter’ adalah mantra yang digunakan dalam hal ini. Di Indonesia, misalnya, atas tekanan IMF, telah diterbitkan Undang-undang Bank Sentral baru pada Mei 1999, yang mengatur bahwa Gubernur BI tidak lagi menjadi bagian dari pemerintah dan tidak duduk dalam Kabinet. Maka, terpetiklah berita-berita dengan kepala berita semacam ini, Pemerintah Ikuti Aturan Perbankan, yang membuktikan bahwa kapital telah mengendalikan politik, dan bukan sebaliknya. Hal ini persis seperti yang diindikasikan oleh Ruffin di atas, bahwa keputusan penting yang sebenarnya – yang terjadi pada tingkat supra-nasional – tidak lagi dapat dikontrol pada tingkat nasional oleh pemerintah. Demokrasi, di sini, memperlihatkan karakteristiknya sebagai ‘politik tanpa otoritas’. 
 
Kita lihat institusi paling penting dalam negara fiskal, Bank Sentral, secara lebih jauh. Bila dibedah lebih dalam, di sejumlah negara utama, seperti AS (Federal Reserve of America) atau Inggris (Bank of England), dan berbagai negara lainnya, kita akan mengetahui bahwa bank-bank sentral sejak awal berdirinya sepenuhnya dimiliki oleh pribadi-pribadi (perusahaan swasta)! Kebanyakan warga negara AS atau Inggris sendiri bahkan tidak memahami fakta ini. 
Politik demokratis dalam zaman modern ini telah diredusir dari suatu pemerintahan (governance) menjadi semata-mata front politik para bankir. Demokrasi menjadi sistem politik tanpa kekuasaan. 
Pemerintahan demokratis, seperti halnya Raja Louis XIV dan penerusnya, sebagaimana akan diperlihatkan di bagian lain nanti, tak lebih dari sekadar ‘pemerintahan boneka’. Dalam versi dan konteks yang berbeda, kita dapat mengambil contoh keputusan Federal Reserve AS atas tingkat suku bunga di negeri tersebut, selalu memberikan pengaruh sangat besar bukan saja pada situasi ekonomi dunia, tapi juga kebijakan nasional suatu negara. 
Penting untuk dipahami bahwa yang menjadi persoalan di sini bukan pada orang, atau kelompok orang, baik yang telah disebutkan nama-namanya di sini maupun yang belum, tetapi sistem yang beroperasi ini sendiri. Kapitalisme, dalam perspektif Islam maupun dari nilai-nilai kemanusiaan, adalah suatu Kriminalitas (dengan K besar). Yang kita nilai di sini adalah inti persoalannya ini, yakni prosedur dan metodologi sistem ini, yakni prosedur dan metodologi sistem ini, yang menghasilkan penderitaan bagi sebagian besar umat manusia di dunia. 
Pada jantung sistem ini kita temukan riba yang didukung oleh sistem pajak yang dipaksakan kepada rakyat oleh negara. Kritik Islam terhadapnya adalah: keduanya, riba dan pajak, dilarang oleh hukum syariah. Siapa pun yang berada di dalam puncak piramida sistem ini – kaum Yahudikah, Kristen, atau bahkan Muslim sekalipun – tidak relevan. 
 
Faktanya adalah Kejahatan ini terus dilestarikan, maka Kejahatan inilah dan bukan penjahatnya, yang menjadi perhatian kita. Kejahatan itu sistemik dan struktural, yang berwujud dalam negara fiskal, yakni integrasi kapitalisme dan demokrasi yang didasarkan kepada konstitusionalisme. 
Shaykh Dr. Abdalqadir as-Sufi (2008:81) mengungkapkan esensi fungsi negara modern ini, sebagai berikut: 
Di bawah hegemoni kekuatan finansial baru ini dapat dikenali fungsi Negara Nasional, dan dokumen-penentu kewarganegaraan, Konstitusi, yang sebenarnya. Kewarganegaraan dalam negara demokrasi menjamin, sebagaimana ditunjukkan oleh Anatole France lebih dari seratus tahun lalu dalam novelnya ‘Penguin Island’ bahwa demi kehormatan [status kewarganegaraan] ini Anda masuk daftar Sensus Nasional. Tujuan Sensus adalah untuk memastikan ketaatan Anda dalam sistem pajak Negara. Ini merupakan catatan tentang kerja keras Anda sebagai jatah untuk menanggung beban Utang Nasional Negara. Dalam tiap tahap kehidupan, Anda membawa di atas pundak Anda bukan saja beban utang yang Anda punyai, dalam keadaan baik atau buruk, yang Anda ambil sendiri, tetapi juga menanggung beban sejumlah besar utang hasil kesepakatan, belanja, program, dan bahkan perang, yang tak satupun Anda ikut menyetujuinya. 
Dari sejak sangat awal, ketika pertama kali dimulai, terutama menjelang dan beberapa saat setelah Revolusi Perancis, sampai detik ini utang negara atau utang nasional menjadi sumber hilangnya kebebasan individu warga negara. Pada saat yang sama, bagi para kapitalis, ia merupakan instrumen pemupuk kekayaan yang tiada terbatas. Rancang bangun negara modern, sebagaimana ditegaskan oleh Shaykh Abdalqadir as-Sufi di atas, adalah penjamin pelestarian sistem menindas ini. Berikut kita bahas asal-muasal dan keberlanjutan utang negara, serta implikasinya bagi kebanyakan umat manusia di dunia ini.</div>
